Behaviours of Smokers

Well, I'm doing a project with JTI (Japan Tobacco International) recently.
We have to design a public ashtray which helps smokers to change their bad behaviours like throwing cigarettes on the grounds.
Some guests, who working at the company, came here from Italy and had some lectures.
They told me that Japanese people can not smoke on the streets.
Hang on. That is wrong, isn't it?
We can smoke on the streets. However, we are likely NOT to smoke on the streets because we think it is a bad behaviour.
On the other hand, smokers in London have a so bad manner. They throw cigarettes on the ground.
So what I wanna say is it's not about design.
It's all about one's moral.
